A library card is a passport to exploration, education and improved life! You only need to be a West Virginia resident to obtain a library card at the Elkins-Randolph County Public Library. We believe in equal access to information, so we issue cards to everyone, regardless of age, sex, race, or residence.
Use the following link to apply online for your library card. We must still see your West Virginia driver's license or photo ID card to verify your resident status and identity. Or you can simply call us and we will sign you up over the phone. Next, Schedule a time to pick up your card at 304-637-0287, just remember to bring your ID with you.
While we are closed to the public, we are not creating library cards in person. You will need to call or submit your card application online. You will still need your WV ID when you pick up your card.
We can issue you a temporary library card which expires in 30 days, but can be updated to a permanent card upon receiving your West Virginia ID.
We are happy you want to use our library! We can issue you a temporary Visitor's library card which will expire in 30 days. You will need your ID from your current residence and one emergency contact.
We believe EVERY CHILD SHOULD HAVE A LIBRARY CARD! We will assign a card to a child of any age (yes, even newborn). An additional form will need to be completed at the same time, which indicates the parent or guardian (who's ID is supplied) gives permission to obtain a library card to a child, and that the adult will be responsible for the replacement cost of lost items.

Your library card will allow you to check out books, DVD's, CD's, tablets and more at the Elkins-Randolph County Public Library AND at any of the 144 West Virginia Library Network locations.
